The samurai in Naruto initially came off as significantly weaker than the ninja. However, they weren't given the credit they deserved.

The samurai in Naruto didn't show until later in the series, right before the Fourth Shinobi War was fully underway. They were strong enough to remain neutral during conflicts between nations, but given their lack of development in comparison to the ninja, the samurai always came off significantly weaker.

It didn't help matters that Mifune was the only samurai with any sort of impressive feats in the story. Nevertheless, the group were stronger as a whole than they were given credit for, earning the reputation that Onoki gave them.

When the shinobi and samurai split from one another over their teachings of ninshu, the shinobi began to spread throughout the land rapidly. They became the mainstays of the five great nations, rising to become Kages of their respective villages, ultimately making them super powerful. Meanwhile, the samurai were phased out of most of the land, only residing in the Land of Iron. This shows that the capabilities of the ninja at their height will always surpass that of the samurai.

Samurai: Strong Enough To Be Left Alone By The Shinobi World

No matter how many wars the shinobi world went through, one thing always remained constant: the Land of Iron was left out of it. The samurai had no desire to get involved in ninja affairs and no village was ever naive enough to try and drag their land into conflict.

Such was the level of respect that the samurai received from the rest of the world. The Land of Iron was essentially a neutral ground, much like Switzerland in the real world. The only time they got directly involved, however, was during Fourth Shinobi World War.

Ninja will always be better than samurai when it comes to mobility, which was demonstrated when Sasuke did battle with a group of samurai during the Five Kage Summit.

The ninja often wear light garments, giving them greater speed and mobility. The samurai, on the other hand, focus more on defense as their battles are often with swords. Their armor is bulky, protecting them against blade attacks by sacrificing their freedom of movement.

Samurai: Durable Armor, Respirator Helmets, And Four Swords

For a nation that was often cut off from the rest of the world, the samurai were surprisingly always prepared for battle. Their armor covered much of their body, giving them protection from most kinds of blunt force attacks.

Samurai helmets also doubled as respirators, helping protect them against the poison that ninjas were known to use. In addition to armor, the samurai always carried four swords with them at all times — two scabbards on each side of their bodies.

Ninja: Ninjutsu Is More Versatile Than Anything The Samurai Can Do

Ninja have far more variety in their attacks than samurai could ever hope for. Their use of ninjutsu gives them access to a number of different abilities, from elemental attacks to Kekkei Genkai. This combat versatility offers the ninja a chance to tackle problems from several angles, as well as give them the potential that living legends like Madara lived up to. As strong as the samurai were, it's hard to see the Land of Iron standing up to a man who can drop a meteor from the sky.

Samurai: Renowned For Their Expertise In Kenjutsu

There's only one group that holds a candle to the kenjutsu expertise the samurai possess, and that's the famed Seven Swordsmen of the Mist. Both groups were feared for their power and Onoki called anyone trying to attack the Land of Iron fools, as he feared what Mifune and his men were capable of.

Sadly, kenjutsu never managed to get the love it deserved. Outside of Sasuke, Zabuza, and Kisame, very few characters ever used swords.

Ninja: Access To Dojutsu, Especially The Sharingan, Rinnegan, And Byakugan

If there's one thing that Naruto Shippuden drove home, it's that dojutsu will always reign supreme. The Sharingan, Rinnegan, and, to a lesser extent, the Byakugan, help put their wielders on another level from everyone else.

Outside of Naruto, every single relevant character in the final conflict of the war had access to dojutsu. The Sharingan alone offered a whole multitude of abilities that a samurai would have no counter for at all — partly why Sasuke managed to tear through them.

Samurai: Can Use Iaido To Attack Faster Than A Ninja

With how powerful the ninja could be, the samurai needed something that could handle battling them. They weren't ever going to be able to contend with top-end ninjutsu, so they did the only thing they could — they created an ability that could kill a ninja before the latter could finish making hand seals.

This technique, known as Iaido, helped amplify their speed, letting them draw their swords and attack before a ninja can attack them. It explains why the samurai got the reputation they did in the eyes of people like Onoki.

Ninja: Sasuke Single-Handedly Killed Dozens Of Samurai

The battle between Sasuke and the troop of samurai who confronted him is all the evidence needed to show how much stronger ninja can be. He single-handedly took out dozens of them with nothing more than his chakra-infused sword.

Sasuke hardly broke a sweat either, making it seem like he could take out the whole nation if he wanted. Only Mifune looked like he could offer him any semblance of a challenge. Sure, Sasuke is a top-tier ninja, but it's not a good look for the samurai.

Samurai: Keep Emotions Out Of Their Decision-Making Process

The samurai were well-known for keeping their emotions in check, never letting them go out of control and affect their decision-making. As their leader, Mifune embodied this facet very well.

Even after finding out he was being manipulated by Danzo, Mifune's expression didn't change at all. In the heat of battle, this composure gives the samurai an advantage over someone who is unable to think clearly. Most importantly, samurai never become consumed with anger or revenge as most Uchiha do.
